Having received final approval of the urban planning, the project is currently in its urban management phase, with drafting and processing of the urban development construction projects.

They are corporate entities under public law, with their own legal personality and full capacity to act, charged with executing urban planning. Their members are the landowners of the area being developed.

The first construction processes for covering the rail yard have been drafted and approved, and the first 83 concrete piles of the 214 planned at the southern end of the station have been erected.

The construction projects for three areas of Madrid Nuevo Norte are being drafted. The basic project for Las Tablas Oeste has already been submitted to the Madrid City Council and is currently being reviewed.

To manage and distribute the area, including property adjudication, land transfer for public networks, City Council transfers, and urbanisation. The administration oversees surveillance, control and guidance of this process.

This is an instrument drafted by each Owner’s Association to redistribute the resulting plots among original landowners and distribute the charges and costs for the construction process.

They are the projects that set out the design and organisation of the works required for the material execution of detailed planning and elements of the public infrastructure, facilities, and public services networks.

The first works for Madrid Nuevo Norte began in 2021, with the execution of the first piles of the structure that will cover the rail yard south of Chamartín station, on which the Central Park will be built.

The construction works for urban elements will begin as soon as the construction projects for the different areas are definitively approved and the Owner’s Associations have been constituted.

Preventive measures and remedies will be taken to avoid nuisance and add value to the neighbourhoods during the execution phase, focusing on aspects such as respect for environmental values, air quality, noise and vibration reduction.

Urban development regulations require routes for construction machinery to be as far as possible from housing, schools, sports centres, and other facilities in order to minimise disturbance to neighbours.

The project has four management areas, all of which aim to start as soon as possible. The Las Tablas Oeste area is expected to begin construction works first due to its relative technical simplicity and ownership structure.

Once urbanisation works are finished and signed off by the City Council, or if it authorises simultaneous execution of construction works for the area, phases, or functional units (if execution by phases or units is agreed).

Madrid City Council will own around 3,800 of the 10,500 homes in Madrid Nuevo Norte (38%) for allocation to public housing policies. Of these, 20% (around 2,100) will be some form of social housing (VPPB or VPPL).

In addition to the 20% of VPPB and VPPL, all compulsory transfers to the City Council for residential use will provide 18% of market-rate buildable GFA for pursuing housing policies.

In the Chamartín Central Business District domain area, Madrid City Council will hold 62% of housing (1,600 of 2,660 units). This is for the purpose of facilitating access to housing, promoting employment, and attracting and retaining talent.

Once the reparcelling project is signed off, the marketing process of future housing developments may begin, either through direct purchase or through cooperatives.

There is currently no list of applicants for affordable housing in Madrid Nuevo Norte.

Madrid Nuevo Norte is planned with mixed uses to create a compact and dense city, enhancing urban life, economic activity and well-being, with a variety of high-rise housing, management models and affordable housing provision.

At present, no cooperative or developer has resulting land in Madrid Nuevo Norte.

The purchase or lease of premises may take place once the reparcelling project has been signed off and the marketing process of the future developments housing such premises has begun.

It is a public-private cooperation project, led by the City Council and the Madrid Regional Government, supported by public institutions and companies involved, together with CreaMNN and the rest of the private owners.

Since 1993, it has held the rights of the public railway entities (ADIF Railway Infrastructure Manager, ADIF-AV, Renfe-Operator and Renfe Engineering and Maintenance) for the Chamartín and Fuencarral railway urban development project.

Madrid City Council has spent over 30 years working on urban planning to integrate former railway lands. CreaMNN, the preferred bidder of public railway entities’ rights in Chamartín and Fuencarral, has led the project’s development.

It is not a project with a single author but has been designed as a collective process led by specialists from Madrid City Council and includes leading international experts and citizens through participatory processes.

CreaMNN’s role in Madrid Nuevo Norte’s design involved contributing vision and technical proposals, consulting top advisors and engaging neighbours for their input.

The graphic material of Madrid Nuevo Norte is indicative and helps to visualise the new neighbourhood. They are architectural recreations, based on detailed planning, although most of the elements shown are yet to be defined or may change.

The architectural design of buildings and street/park details have not yet been finalised in construction projects. The website’s infographics are purely indicative and are architectural recreations based on approved planning.

Yes, members of the team that designed Madrid Río, another large park on a slab (over the M-30), will make it technically possible. They will implement techniques to plant large trees with sufficient fertile soil to create an urban forest.

Madrid Nuevo Norte is committed to sustainable mobility through walking, cycling and public transport and will not prioritise the use of cars. Therefore, the number of parking spaces will be limited in the Central Business District.

Madrid Nuevo Norte and the renovation of the north of the capital will generate around 350,000 jobs, €15.2 billion in GDP and €6 billion in public revenue, according to a study by the L. R. Klein Institute (UAM).

Since the COVID-19 pandemic, companies demand more from workplaces: they must draw talent, be accessible and well-located and support flexibility. Madrid Nuevo Norte offers modern offices as an alternative to the city’s outdated stock.

90% of the investment in Madrid Nuevo Norte and its major infrastructure will be private, paid for by the landowners.
