After more than 28 years of preliminary work and fine tuning, in 2020, the project entered a new strategic phase: urban management, which means that the execution phase of Madrid Nuevo Norte has now begun.
During 2021, Management Committees were formed for the Chamartín CBD and Malmea-San Roque-Tres Olivos domains, as a preliminary step towards the future Owners Associations, which are public-private entities that are responsible for the public functions needed to execute the urban planning.
Also, the first foundation projects for the track covering were drafted and approved, in collaboration with the Railway Entities (ADIF, ADIF-AV, RENFE Operadora and RENFE Fabricación & Mantenimiento), and work on these foundations to the south of Chamartín Station has begun.
The tender and contracting processes for Madrid Nuevo Norte urban development and infrastructure construction projects have also been started.
The Owners Associations are responsible for the material execution of the urban development and the subsequent handover to the local government of the road, public networks and other land that must be transferred to it. The Administration reserves the supervision, control and tutelage of the entire process for itself.
Each Owners Association drafts a reparcelling project, which redistributes the resulting plots among the owners of the original plots, and also distributes the costs and expenses of the urban development process.
The future Owners Associations, in which CreaMNN will play an important role, will also contract the urban development projects, which define the physical reality of the urban development, for the different domains. These are highly complex and extensive projects that, given the size of each, require special care because they will shape the streets, parks and infrastructures in each one of the project domains. The urban development works can begin in each of the domains only after the local government has approved the plan.
Although it is not easy to predict exact dates because they depend on many variables, all of the public and private parties involved have expressed their willingness to start the works in all of the domains and promote their development as quickly as possible and with highest degree of legal certainty.
Las Tablas Oeste, which will have about 750 homes (20% of which will be affordable housing), will start first because the actions needed for its urban development are less complex. We estimate that the urban development works in this domain could start in late 2023 or early 2024.
This could be followed a year later by the start of the development of the Chamartín CBD and Malmea-San Roque-Tres Olivos domains.

For example, aspects such as architectural design or the definition of street and park design details still haven’t been finalised in the construction projects. As stated, when the urban development works start at the end of 2023 or beginning of 2024 in Las Tablas Oeste, and foreseeably one year later in Malmea-San Roque-Tres Olivos and Chamartín CBD – the building construction works, in the case of Las Tablas Oeste, will start one year later and it will take about two years to finish the construction of the homes.
20% of the homes to be built in Madrid Nuevo Norte (roughly 2,100 of a total of 10,500) will have some form of public protection. This is double the percentage required by law for projects on non-consolidated urban land.
Thanks to the fact that all the mandatory transfers to the local government will be used for residential developments, the City Council will have 18% more building space for free-market housing to develop its housing policies.
The buildable plots created by the reparcelling project will exist legally only after the project has been approved by the City Council. This means that the legal certainty required to develop and market these plots, either through direct sale, as cooperatives or under a home-owners’ association, will only exist after the reparcelling project has been approved.
Also, at this time there is no applicant list for affordable housing in Madrid Nuevo Norte. When development begins, it will be on the terms established by the Madrid Regional Government and published in its digital networks.
Madrid Nuevo Norte is a public-initiative project, led by the City Council and the Madrid Regional Government, with public-private collaboration of all of the public institutions and companies involved. For this reason, the project has institutional, political and social consensus that is unprecedented in Madrid’s urban planning.
Since 1993, when the company was the successful bidder in the public tender held by RENFE (today ADIF, ADIF-AV, RENFE and RENFE Fabricación & Mantenimiento) to award of the rights for the urban development of the land in the Chamartín and Fuencarral railway facilities, CreaMNN, acting as a concessionaire of the Railway Entities, has been collaborating with the Public Administrations to promote the approval of an urban development plan that would make it possible to develop this land and integrate it into the urban fabric.
The plan was finally drafted and provisionally approved by the Madrid City Council through the specific modification of the City Plan of Madrid (PGOUM), which has received final approval by the Madrid Regional Government.
CreaMNN ‘s role in the participatory design process of Madrid Nuevo Norte has been limited to contributing its collaboration and technical proposals. To do this, it has relied on top-tier international advisors and the opinions of the residents of the adjacent neighbourhoods, using participatory processes to maintain continuous contact with them.
CreaMNN agrees with the approved planning and will promote its execution as the project’s main private investor.
Madrid Nuevo Norte and the infrastructure associated with the renovation of the north of the capital will also have a significant positive economic impact on the region and the country as a whole. This effect has been analysed in a study by the L. R. Klein Institute, attached to the Universidad Autónoma de Madrid (UAM). The study, among other conclusions, predicts that the activity around Madrid Nuevo Norte will create 350,000 jobs linked to the project, over more than two decades, add EUR 15.2 B to the national GDP and generate more than EUR 4 B of public revenue, adding together the total benefit for the local, regional and national administrations.
There is no single author of the Madrid Nuevo Norte project; it has been designed using a collective process that includes citizens and top experts. The design of this public-initiative project has been led by the technical staff of the Madrid City Council, who have taken into consideration and integrated different conclusions drawn from the participatory processes and contributions from internationally-known consulting teams.
